Fanpage must have enough 10,000 followers
Your fanpage must have 10,000 people.
You note, followers (followers) are different from likes of Fanpage. Fanpage likes can be less than 10,000 or more than 10,000.
But the number of followers is enough for 10,000 friends to make money with Ad Breaks.

The yellow line is the right follower of Fanpage, and the line above is the number of people who like Pages.
There are people they like Fanpage but they turn off the tracking mode because they do not want to see that Page’s posts.

You go to the next condition.
Video views must be at least 1 minute for videos of 3 minutes length
Within 60 days of signing up for Ad Breaks, your Fanpage must have 30,000 views at least 1 minute for videos of at least 3 minutes.

Then your Fanpage will be eligible for this country.
